Steve Comer is executive vice president of the Governance, Risk and Controls (GRC) Office at City National Bank and GRC head for RBC’s Combined U.S. Operations (CUSO). Steve also oversees City National’s Enterprise Project Management Office and Enterprise Change Management Office. He is a member of City National’s Executive Leadership Team and Senior Management Team.

In his role, Steve coordinates with regulators to ensure that City National consistently meets its regulatory requirements and expectations. He is also laying the foundation of the CUSO GRC program, leveraging the best practices and insights from City National. 

Steve joined the bank in March 2023 and has nearly 30 years of experience in financial services. He has spent most of his career working with OCC-designated Large Banks undergoing major regulatory transformation efforts. Most recently, he was the head of Wells Fargo’s Consent Program Office, which provided oversight of the bank’s business lines and enterprise functions. From 2015 to 2020, Steve was executive director and U.S. change management and operations transformation leader at Santander, where he led large-scale strategic and transformational initiatives for the company in the U.S. Prior to that, he served as managing director for PwC, focusing on transforming wealth management firms’ business and IT strategies and leading several complex global programs across the entire spectrum of wealth management.

Steve is active in his community and has a long history of supporting and volunteering for organizations such as Boston Children’s Hospital, Cradles to Crayons and Thompson Island Outward Bound. He also serves as an executive sponsor of City National’s Women’s Network.

Steve earned his bachelor’s degree in political science from Boston College.
